On 10th July 2014 the FCA issued Discussion Paper 14/31 on the use of dealing commission regime: "Feedback on our thematic supervisory review and policy debate on the market for research". This Discussion Paper builds on the Consultation Paper CP 13/17: "Consultation on use of dealing commission rules" and Policy Statement PS14/7: "Changes to the use of dealing commission rules". This Discussion Paper is part of the FCA's wider review of whether further reform is needed to the use of dealing commission regime in the medium term to deliver a more transparent and efficient asset management sector for the benefit of end investors. The Discussion Paper also reports on:
• The FCA's recent supervisory findings; and
• roundtable and bi-lateral discussions with stakeholders that have examined how the regime for the use of dealing commission, specifically for research, currently functions.
